Leeds City Council, in partnership with Yorkshire Water and the Environment Agency have come together to develop a Surface Water Management Plan covering the natural and artificial catchments of the watercourse known as Wyke Beck in East Leeds.

The Wyke Beck catchment has suffered from major flooding from various sources in recent years, including the Wyke Beck (main river), sewers, highway drains, culverted watercourses and overland flow.

In addition to these existing sources of flood risk, there are proposals for major regeneration of East and South East Leeds (EASEL), within a large part of the catchment. The long-term EASEL proposal is to create over 10,000 new homes within the Wyke Beck and Sheepscar Beck catchments. The majority of these fall within the Wyke Beck catchment and they have the potential to significantly increase flood risk, especially downstream in the Dunhills area, which is already prone to flooding.

A detailed risk assessment of the South Parkway part of the catchment has been undertaken, and a broad range of options developed and tested for this area. In parallel to the options phase, a drainage Strategy for all new development within the EASEL area part of the catchment has been developed. This strategy includes a number of aspirational elements but also has a fallback position, which includes controlling the rate of discharge from new development. The strategy will be incorporated within the planning process and supplements the Councils existing Development Control Standards for all new development.
