ARCHIVE: Informal Consultation Paper on Contaminated dredged material in ports and marinas
Draft Decision Framework for assessing the options for the disposal and treatment of contaminated dredged material
A Decision Framework has been drafted to promote and provide a consistent approach to identifying environmentally acceptable alternatives for sediments which cannot be disposed of at sea. Port authorities and developers will need to consider a complex range of issues. The Decision Framework has been designed to help work through all the necessary considerations, integrating risk, environmental and economic considerations, to reach the best environmental practice option(s). A Summary of responses is available which also outlines what will happen next.

A project managing six research areas was commissioned by Defra, Crown Estate and Natural England to inform work on the Decision Framework. The research reports are:-
- Exploring Liability and the Polluter Pays Principle (PDF 566 KB)
- Existing Legislation, Guidance, Protocols and Regulatory Barriers (PDF 617 KB)
- Establishing Best Practice for the Prevention of Pollution Arising from Contaminated Marine Sediments (PDF 678 KB)
- Establishing Best Practice for Current Disposal and Treatment Options for Contaminated Dredged Marine Sediments (PDF 5 MB)
- Identify marine sediment research and development relevant to the management of contaminated marine sediments (PDF 376 KB)

- A database showing contaminant concentrations in sediments in ports is currently being installed on the CEFAS website and will be available in a few weeks.
The Decision Framework is non-statutory but as a matter of policy its use will be expected as an aid to licence applicants and to ensure the regulators are presented with all the necessary information.
